0169 – Rules vs. Laws

Rule:  a prescribed guide for conduct or action

Law:  binding or enforceable rule: a rule of conduct or procedure recognized by a community as binding or enforceable by authority

Seems to me from the above definitions that all laws are rules, but not all rules are laws.

The difference to me is two fold:

  1. the enforcing body
  2. the teeth

Why does this matter?  When it comes to CCW, laws matter, rules, not so much.

Examples:

Carry a gun into a school in the state of Ohio and you break a law.

Carry your gun to your Canasta match? which disallows CCW in its bylaws you have broken a rule.
